The footage was sent in to Columbian TV news site Noticias Caracol by outraged viewer Leonel Martinez.
He called on authorities to take action against the parents.
Back in October we reported on a careless mum crashing her moped after driving with one hand while holding baby girl in the other.
The 19-year-old is still clutching the tiny baby, dressed in pink baby grow, as she hits the ground but luckily the pair escaped serious injury.
The mum handed herself into police in Paraguay.
